No, there is no relax tool for UVmapping in Wings3d.
Many times the problem come from the way you cut the "islands"; sometimes from the intricate geometry.
I already read here that one used UVMapper for that. You need to export your model from Wings3d using the Wavefront .obj format.
There is an useful tutorial (in two parts) about UVMapping using Wings3D tool that worth your time - watch them : UV mapping in Wings3d.
