We could really use something like this for ipad.

Does wings3D have a feature or tool that creates base meshes like how zbrush has zspheres or something similar?

I cannot really answer this question, but I know that is an old one.

No.
Wings3D is a modeler tool - not a sculpt one, although we have an Sculpt Tool available, but it works more for mesh refinement than modelling since it doesn't add/removes geometry.
