Wings 2.0.5 Win 7 64
When I invoke the Defined Hotkeys window, Wings opens the window but does not make it an active window. So you also have to click in the window to be able to manipulate it (scroll down in it).
I'm assuming this is a bug and not an intentional feature because my natural tendency is to invoke the window from the menu, mouse over the window and then scroll down with the mouse scroll wheel to see the defined hotkeys that I'm looking for.
