Just for test purpose, did you tried to create a third material and assign to the mesh with the 'red' one?
You can duplicate the one working and change it color, for example.
Wow, I see the same thing (also Nvidia GTX-970) I almost never use 'all' edges so I have missed that.
For me only happens when OpenCL proxy level > 1 (mine is always set to 3)
Can someone confirm?

Only the material that is alphabetically first shows edges. Any additional materials have the bug. Doesn't matter how many of them there are. You can rename the materials so the listing order changes, and with that, the edge display changes in accordance to the new listing order.

I have this problem with ever proxy level. I usually keep mine at 2.
Apply View > Quick smoothed preview
or "show smooth and flat shading" on/off in icon bar.

This could also be reproduced.(on Wings3D v2.1.4)
In my test case , OpenCL proxl level set 0 then corect display.
If there is a screen cast, I think that everyone is easy to understand.
