Just notice Wings3d doesn't works with mm, cm, m, ... It uses its own unit system (WU). So, you can build your model using it as the metric system you want and export and import in the other app and scale the mode to fit in the proper metric system.
For 3d printing, someone has tested and each 1WU = 1mm. In this case you still can work using the 1WU as 1cm, but you will need to scale it ten times (1000%) before export to STL file and print your 3d model.
