For most the common operations like Move, Scale, Rotate,... you will find options in which you can input the "pivot" for these operations.
Remember to check the Information Line (or the tooltip/balloon) to see which options a command offers to you (each mouse button). Then, after choose it, pay attention to the Information line to know the required parameters you need to input.
The way Wings3D works, you can pick a reference point for these commands by selecting vertices, edges, faces or the entire body (not necessarily one) - this will result in an average position that will be used as input for the command.
