You shouldn't have much trouble with this ...
for viewing in Wings3D, use the Emission channel in Material for the actual Lights, this will make it shine bright and pretty. As far as Geometry, just start with a cube and play with the controls, until you get the hang of it. Lots to learn, but it's not hard, just takes some time ...
