Thanks for the clarifications! To clarify my docking issue today, apparently, docking behavior doesn't work on a secondary monitor(?) Moving Wings to my primary monitor, docking works as expected. (And, as expected, thus docked windows remain docked when the main window is moved back to the secondary monitor.)
Also, fyi, in a moment of perversity, I had my secondary monitor in portrait mode, (no space, O.K.??? which seemed to cause the context menu, (or secondary popups, like the Absolute/Move dialog), to pop up lower and lower, and eventually off screen.
(This may also have been related to the relative position of the monitors in Windoze settings: The secondary monitor from yesterday was positioned higher than the main monitor--lining up their bottom edge in settings at least stopped the menu from popping up off screen, but it was still at the very bottom of the screen.)
