New DXF importer/exporter

I've created a DXF importer/exporter that can import both 2D and 3D entities.

Build:
wpc_dxf_m.tar

Tested and works with files made with LibreCAD (from DXF R12 to DXF 2007) and InkScape (both DXF R12 and DXF R14, R14 is preferred)

It seems that it does not work with version 2.4.1 because it does not register properly itself:
