Wings3d can apply a image to an object, but not in the way you want. You are looking for a 3D paint tool which will allow you to compose a new texture by applying (stamping) an image over a existent texture.
You can see how it works in this tutorial for Blender (you may need to slow down the video speed)
There are a lot of 3D tools that supports that, but not for free (except by Blender, as I know
