After a non-productive and rather annoying episode with Dell customer chat support (they say it is not a hardware issue and therefore they cannot help) I discovered the "Let me fix it myself' section on the MS update page http://support.microsoft.com/kb/2908279#letmefixit and followed the instructions to update the registry like so http://support.microsoft.com/library/images/2908598.png
No change, problem remains.
Just had a long chat with MS support. The upshot is that this update doesn't work because "it's made for 64bit architecture" - and my Dell is 32-bit.
And they tell me to contact Dell. Really helpful.
